Political theorist Hélène Landemore argues that ordinary citizens, not just tech leaders and policymakers, must have meaningful input into decisions about artificial intelligence governance. She proposes a three-tiered approach: a rapid AI-mediated global consultation using existing chatbot platforms such as ChatGPT and Gemini, online deliberations where participants interact directly with one another, and local and national citizens’ assemblies combined with referenda. Landemore contends that more people, not fewer, need a voice before consequential decisions are made about a technology that will shape everyone’s future.
