The European Commission has designated ChatGPT a Very Large Online Search Engine, and classified Reddit and Roblox as Very Large Online Platforms, under the Digital Services Act. The designation applies because ChatGPT reported around 159 million average monthly users in the EU, well above the 45-million-user threshold that triggers the rule. The three services now have four months to comply with the DSA’s strictest obligations, including systemic risk assessments and independent audits, or face fines of up to 6% of global annual revenue.
