Pennsylvania Governor Josh Shapiro signed Executive Order 2026-05, making the state’s Governor’s Responsible Infrastructure Development (GRID) requirements legally binding for AI data center developers. The order requires developers to obtain local community approval, cover their own electricity infrastructure costs, and meet new transparency requirements, while barring use of nondisclosure agreements tied to data center projects. Shapiro also removed all AI data center projects from the state’s Permit Fast Track Program, calling the measures the strictest guardrails on data centers in the nation.
