A draft U.S. State Department letter reportedly instructs 35 partner countries that they cannot simultaneously participate in the U.S.-led Pax Silica AI framework and China’s rival World Artificial Intelligence Cooperation Organization. The letter warns that signing onto both initiatives is incompatible, stating “to be part of everything is to be part of nothing,” without naming China explicitly. Kazakhstan is currently the only country known to have joined both frameworks, a fact that reportedly prompted Washington’s demand for exclusive alignment among its 35 partner nations.
